<p class="MsoNormal">ToPPEC was guided by a user panel that was facilitated by the Rede Group and included county TPEP coordinators and HPCDP staff. A policy change model was developed to illustrate the steps that lead to policy adoption and implementation.
The documents posted on HPCDP Connection outline major themes for each of the nine stages in the policy change model, providing an overview of each stage, key findings, local examples, tips for successfully addressing the stage, and tools from TPEP coordinators
and other sources. <o:p></o:p></p>

<p class="MsoNormal">Although the ToPPEC evaluation was conducted with county health departments, county as well as tribal TPEP programs may find the information and tools to be useful in ongoing efforts to promote, adopt, implement and evaluate tobacco-free
