Grants available for main street building projects

The State Historic Preservation Office (SHPO) is offering grants<http://www.oregon.gov/oprd/HCD/FINASST/Pages/grants.aspx> for up to $200,000 in matching funds for downtown revitalization efforts in communities participating in the Oregon Main Street Network. The Oregon Main Street Revitalization Grant funds may be used to acquire, rehabilitate, and construct buildings on properties in designated downtown areas statewide.

Funded projects must facilitate community revitalization that will lead to private investment, job creation or retention, establishing or expanding viable businesses, or creating a stronger tax base. Projects may include façade improvement, accessibility enhancement, basic utilities, second floor renovations and more. Only organizations participating in the Oregon Main Street Network are eligible to apply. Projects must be within approved Main Street areas. Eligible organizations may collaborate with the local governments and private property owners to apply for projects that will have the biggest benefit to the downtown.

In 2017, the first year of the grant, SHPO awarded 27 matching grants worth $2,355,700 to Oregon Main Street Network organizations across the state for building projects that encourage economic vitality. Projects ranged from façade improvement to elevator access and seismic upgrades and awards ranged from $17,500-$100,000. 60% of the requests were funded, with 80% going to rural communities.

"While all of the 2017 projects are not complete, we are thrilled to see the impact this grant program is having in communities that are working hard to keep their downtowns a strong asset," notes Sheri Stuart, Oregon Main Street Network Coordinator. The City of Reedsport funded a project that created five apartment units in downtown, stimulating additional economic activity. Harney County Chamber assisted with a project to activate the Central Hotel which had been vacant for decades. The property is now a boutique hotel with event rental space and filled commercial spaces. "We are looking forward to proposals for the new cycle," adds Stuart.

In 2015, legislation established a permanent fund for the grant and provided an initial $2.5 million of funding as part of a larger lottery bond package. In the 2017 legislative session, an additional $5 million was approved and will be funded through the sale of the 2019 lottery bond package.

Preservation office staff is happy to talk with applicants about potential grant projects and review applications. A free workshop specific to the Oregon Main Street Revitalization Grant will be January 25, 8:00 a.m. - 12:00 p.m. in Salem. Registration is required. Learn about the Springfield Museum's experience with a CAP grant

The Collection Assessment for Preservation (CAP)<http://www.conservation-us.org/grants/cap> program is run by the Foundation of the American Institute for Conservation of Historic Artifacts and Artistic Works (FAIC) and the Institute of Museum and Library Services (IMLS). Its purpose is to provide grants for small and mid-sized museums to do a general conservation assessment of its collection, collection environment, and policies and procedures. The report that results can be a good tool to use when prioritizing collection related projects and to use when applying for grants, organizing fundraisers, and targeted donation requests.

The Springfield Museum was one of two Oregon museums to receive a Collection Assessment for Preservation grant last year. Applications for the CAP program are open right now so we thought we would ask the Springfield Museum about their experience on the latest post on the Oregon Heritage Exchange blog. Check it out here<https://oregonheritage.wordpress.com/2018/12/20/springfield-museums-cap-experience/> and see if maybe applying for a CAP grant would be good for your organization.

End your year whale watching from the historic Whale Watching Center in Depoe Bay

Gray whales are on the move south again this December and Oregon Parks and Recreation Department (OPRD) is celebrating the migration with the annual Whale Watching Week Dec. 27-31.

Volunteers from the Whale Watching Spoken Here program will be stationed at 24 sites along the Oregon coast during the event. From 10 a.m. to 1 p.m. each day, they'll offer whale watching tips and facts about the animals.

A map of the 24 volunteer whale watch sites can be found on whalespoken.org<https://oregonstateparks.org/index.cfm?do=thingstodo.dsp_whaleWatching>.

Every winter an estimated 20,000 Gray whales migrate south from Alaska to the warm calving lagoons off the coast of Baja, Mexico. Whale Watching Week coincides with the highest frequency of whales swimming down the coast; roughly 30 whales pass by per hour.

One of the sites you can view the whales from is the Whale Watching Center in Depoe Bay, 119 SW Hwy 101, which is listed on the National Register of Historic Places. Also known as the Depoe Bay Ocean Wayside, this historic site was erected in 1956 as a "comfort station" for tourists. To learn more about the site visit the Oregon State Historic Preservation Office Historic Sites Database<http://heritagedata.prd.state.or.us/historic/>.

Vernacular Architecture Association call for award nominations

The Vernacular Architecture Forum seeks nominations for the 2019 Paul E. Buchanan Award. The application deadline is January 4, 2019

The Paul E. Buchanan Award<http://www.vernaculararchitectureforum.org/Buchanan-Award> was instituted by VAF in 1993 to recognize contributions to the study and preservation of vernacular architecture and the cultural landscape that do not take the form of books or published work. Hundreds of studies, reports, documentation projects, restoration plans, National Register nominations, exhibits, video/digital media productions and public programs are completed each year without the benefit of distribution or recognition beyond the limited audience for which they were commissioned. Nonetheless, many of these efforts can serve to inform and inspire us all. The award is named for Paul E. Buchanan who served for over thirty years as the Director of Architectural Research at the Colonial Williamsburg Foundation. Buchanan set the standard for architectural fieldwork in America and inspired many VAF members in the rewards of fieldwork. This award honors the valuable work that most of our members and professional associates perform.
