OPRD is seeking public comment on proposed updates to the Oregon Main Street Network rule to include Oregon Main Street
Oregon Parks and Recreation Department (OPRD) is seeking public comment on proposed updates to the Oregon Main Street Network rule to include Oregon Main Street. (OAR 736-056-0000 through 736-056-0080<https://www.oregon.gov/oprd/PRP/Pages/PRP-Rule-2024-Oregon%20Main%20Street.aspx>).
Downtowns are traditionally the heart of a community - the social, economic, and civic center. Many of our downtowns in Oregon are "diamonds in the rough" that need a little polishing to sparkle once again. Others are vibrant and want to maintain their competitive advantage. Oregon Main Street helps communities wherever they are in their downtown revitalization efforts. They provide support to organizations who are ready to roll-up their sleeves; develop a vision for how they want their downtown to look, feel, and function; and then attract the people and financial resources to bring about the change they want to see happen.
Oregon Main Street is a statewide program implementing the Main Street Approach(tm) trademarked and managed by Main Street America. Oregon Parks and Recreation Department holds an annual agreement with Main Street America to be the official statewide coordinating program.
Oregon Main Street provides training and technical assistance to organizations participating in the Oregon Main Street Network depending on their tier participation level and allows all Network organizations access to the Oregon Main Street Revitalization Grant which funds building improvement projects that spur economic development (available once per biennium in odd years). The proposed rule will include parameters for participation in the Oregon Main Street Network, describe how resources will be provided to participating organizations, and establish primary structure for management of and participation in the Oregon Main Street Network. Currently, no OARs exist for the program and the program is linked to a significant statutorily created grant program.
The Oregon Main Street Network developed a set of recommendations to update the Oregon Main Street Network rule during their July 19, 2024, meeting.

Oregon Heritage/SHPO State Commissions/Committee quarterly highlights
Oregon Heritage, a division of Oregon Parks and Recreation Department that includes the State Historic Preservation Office, houses four State Commissions/Committees: Oregon Heritage Commission, Oregon Commission on Historic Cemeteries, State Advisory Committee on Historic Preservation, and the Historic Assessment Review Committee. These Commissions/Committees meet throughout the year and the following is an update on recent Commission/Committee business from June-July:

Oregon Commission on Historic Cemeteries<https://www.oregon.gov/oprd/OH/Pages/Commissions.aspx#OCHC> (OCHC), met on July 18 in La Grande. The meeting included the following:
* A presentation by the Cemetery Association of Oregon (CAO). The CAO is a professional association for cemetery operators and has been an excellent ongoing partner of the OCHC. CAO provides technical advice, access to operating resources, and legislative action.
* OCHC is also working on addressing the need to preserve and make available historic cemetery records. The majority of Oregon's historic cemeteries are operated by small nonprofit organizations who have limited capacity to manage the records. At this meeting, the OCHC approved an update to the existing position paper, Records Preservation. In addition, the commission members brainstormed content for a cemetery records themed guidance document to eventually become a new Oregon Heritage Bulletin.
* The site visit for the meeting was to the Hilgard Cemetery. The cemetery was established with the timber town of Hilgard near La Grande and is an excellent example of the issues historic cemeteries face in the northeast part of the state.
Oregon Heritage Commission<https://www.oregon.gov/oprd/OH/Pages/Commissions.aspx#OHC> (OHC), met July 21-22 in Coos Bay (the most recently designated Oregon Heritage All-Star Community<https://www.oregon.gov/oprd/OH/Pages/Heritage-Designations.aspx>). Business included:

* Presentation on Addressing Harmful Content in Collections: A Report for the Oregon Heritage Commission to understand the scope of harm, trauma, and triggering that can occur in institutional records and collections and how organizations are addressing harmful content in their collections. Prepared by Rose Paquet, PhD. (This report will released in mid-August).
* Approval of the FY25 Oregon Cultural Trust Partner Funds Grant Recommendations which included the planning process for the 2026-2030 Oregon Heritage Plan<https://www.oregon.gov/oprd/OH/Pages/tools.aspx#heritageplan> and grants for the Oregon Heritage All-Star Communities.
* The Oregon Heritage Commission currently has four vacancies and is seeking those engaged in the heritage preservation field from the following regions: Portland, Mid-South Willamette Valley, Southern, Central.
