Places. Under the new legislation, the program will be limited to commercial properties. Eligible properties may apply for multiple 10-year terms with qualifying projects outlined in a preservation plan. <o:p></o:p></span></p>

Archaeological Guidelines began after the 2023 implementation of a revision to the rule governing the issuance of archaeological permits (Oregon Administrative Rule [OAR] 736-051-0000 to 0090).<o:p></o:p></span></p>

<p class="MsoNormal" style="margin-bottom:12.0pt"><span style="font-family:"Calibri",sans-serif">At this RAC meeting, staff will be presenting the draft rule, housing impact statement, and fiscal impact statement, as well as discuss a new section of rules about
urban growth boundary amendments with Metro and local governments.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:12.0pt"><span style="font-family:"Calibri",sans-serif">The committee’s final meeting will be after the Land Conservation and Development Commission hearing at their meeting September 25-26, and before the close of public
comment on October 5, 2025. Staff are recommending an effective date for the rule of June 30, 2026 to give local governments time to adopt procedures for notifying tribes that are consistent with the rule.<o:p></o:p></span></p>
