<p class="MsoNormal" style="margin-bottom:12.0pt"><b><span style="font-size:14.0pt">State Advisory Committee on Historic Preservation (SACHP) seeks to fill open positions</span></b><span style="font-size:14.0pt"><o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:12.0pt">The State Advisory Committee on Historic Preservation (SACHP) is a governor-appointed body of volunteers from across Oregon who guide the state’s efforts to recognize and protect historic places. The SACHP reviews
nominations to the National Register of Historic Places and advises the Oregon State Historic Preservation Office on preservation priorities and policies.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:12.0pt">The committee is housed within Oregon Heritage of the Oregon Parks and Recreation Department. Oregon Heritage, which includes the State Historic Preservation Office, supports the documentation, preservation,
and interpretation of Oregon’s cultural resources, including historic buildings, archaeological sites, cultural landscapes, and more.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:12.0pt"><b>Criteria/Skills/Expertise/Perspectives:</b>
<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:12.0pt">The SACHP has current or upcoming openings for volunteers with professional expertise in historic preservation and related disciplines. We are specifically seeking individuals who represent the following regions

<p class="MsoNormal" style="margin-bottom:12.0pt">Committee members are responsible for reviewing and recommending nominations to the
<a href="https://www.oregon.gov/oprd/oh/pages/national-register.aspx">National Register of Historic Places</a>. They also approve funding for two key

<p class="MsoNormal" style="margin-bottom:12.0pt">As a follow-up to the Land Conservation and Development Commission’s action December 4, 2024 to adopt rules to implement Statewide Land Use Planning Goal 5, the commission asked the Rulemaking Advisory Committee
(RAC) to reconsider three points:<o:p></o:p></p>
<ul style="margin-top:0in" type="disc">
<li class="MsoNormal" style="margin-bottom:12.0pt;mso-list:l1 level1 lfo3">The parties that could bring an amendment for a comprehensive plan to place a culturally significant landscape site on a local inventory.<o:p></o:p></li><li class="MsoNormal" style="margin-bottom:12.0pt;mso-list:l1 level1 lfo3">The manner in which a local government would process such an amendment.<o:p></o:p></li><li class="MsoNormal" style="margin-bottom:12.0pt;mso-list:l1 level1 lfo3">The manner in which Metro regional government would recognize a request for consideration of a landscape feature of cultural significance in the context of a regional urban growth boundary
(UGB) amendment.<o:p></o:p></li></ul>
<p class="MsoNormal" style="margin-bottom:12.0pt"><b>Goal 5 Cultural Areas Rulemaking</b><o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:12.0pt">This draft rule requires that local jurisdictions provide notice to Federally Recognized Tribes in Oregon for categories of proposed development in areas for which the Tribes would like to receive notice. The
purpose is to encourage conversation about measures to avoid or mitigate impacts to culturally important resources. The rules provide a pathway through which a local government must consider recognizing a landscape feature as a significant Goal 5 cultural
resource in response to an application from a Tribal Government in Oregon or other Oregon governmental entity. The rule also allows local governments to develop alternative procedures for notifying tribes and to adopt additional measures to avoid development
impacts to archaeological sites. The rules also require local governments to provide information on archaeological resources protections to applicants for land use permits which involve ground disturbing activities. <o:p></o:p></p>
