Using of the word "inflation" is not good idea at all. They (the funeral
establishment) resist easily. Use another word to describe the opening
and closing of gravesite. You can always increase the fee to cover the
'perpetual care" cost.
Tighten the local cemetery regulations first.

I'm formulating a plan to force funeral establishments that find ways to not pay the fee to pay it under Oregon law. You have the best idea getting payment in advance or perhaps when the grave space is sold. However, the fee to me is to help cover the cost of inflation and getting a fee at the time the grave site is sold may not be feasible if inflation is the reason. Also, being a city may give you a certain arm strength a small rural cemetery doesn't have but you are helping me in my endeavor

Not being able to expand is the other reason So, I challenge the Historical Cemetery Board, State of Oregon and Oregon Mortuary and Cemetery Board to make it so funeral establishments and the like have to collect and remit an inflation fee to the cemetery. Perhaps some kind of sales tax
