not Baker City. Has to go in person to pay if in town in advance, even
already owning the plots.
Can buy plots far in advance but opening and close fee is never included
in advance, has to reflect current cost of labor.
I mother and I did it in 1995 to bury Grandma. Now, will have to do it
again in June to bury my sister (cremated last month).
So Baker City does have perpetual care separate from opening and closing
fee of grave spot.
