The two unsolicited remarks received so far regarding my comment to Kuri concerning the push by at least some of the Indian 
tribes in Oregon have not addressed my original question and thats OK. It would be good if a clear and concise statement 
could be fashioned and publicized regarding the issue in question. I nor no one I know is against the ruling. However, not 
knowing the details of the issue is bothersome to one degree or another. A full and complete narrative regarding the issue 
would help people to better understand the issue.

It can be quite expensive for anyone to do cemetery restoration at the Clark County Genealogical Society we spent over $38,000. Over two years time in just one cemetery

To my knowledge, most of not all Indian governments are not poor. In fact, in Washington State, many are quite rich. 
Last year, the Puyallup Tribe donated $1500 to help fund the Washington State Patriotic Day celebration. Do we 
know who within the Indian community initiated the push for access? that would be interesting to know. If it was a 
small, not well funded tribe, that would explain the push for such authority unless one or more of the largest tribes 
wants significant sums of money for large projects.

Indian governments are separate as foreign nations in most matters so I'm not sure how or why they should be 


granted the authority to be included as eligible to apply for and receive funds. This may be a legal question for the 


courts to figure out, not sure.

The Oregon Parks and Recreation Department (OPRD) is accepting comments on a proposed rule change that would allow tribal governments to apply for Veterans' and War Memorial Grants. The proposed amendments are a result of legislation passed during the 2017 session. Under House Bill 2405, tribal governments were added as an entity eligible to apply for grant funding to build or restore veterans' and war memorials. The deadline for public comment on the amendments is Dec. 15, 2017. 

The proposed rules change expands the pool of entities eligible to apply for funding, but does not change the existing grant rules or guarantee funding to any specific groups. The Veterans' and War Memorials Grant Program was established to provide funding for constructing and restoring veterans' and war memorials on public property. After reviewing public comments, agency staff plan to present a final recommended rule for consideration by the Oregon State Parks and Recreation Commission at its February 2018 business meeting.
