<p class="MsoNormal"><span style="font-family:"Tahoma","sans-serif"">As previously announced, the OMCB is currently seeking public input on proposed rules relating to a) handling of remains with communicable diseases, b) the temporary burial permit, and c)
the indigent disposition program. Details on these proposed rules and exact proposed language are available for review on our website at

<o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family:"Tahoma","sans-serif"">Comments on any of these proposed rules can be made in writing by email, letter, or fax to the Board’s office and will be accepted until June 22</span><sup><span style="font-size:8.0pt;font-family:"Tahoma","sans-serif"">nd</span></sup><span style="font-family:"Tahoma","sans-serif"">,
2017 at 4pm (letters postmarked on or before the 22</span><sup><span style="font-size:8.0pt;font-family:"Tahoma","sans-serif"">nd</span></sup><span style="font-family:"Tahoma","sans-serif""> will be accepted after 4pm on that date). You may also attend the
public hearing at 10am at the Board’s office on June 22</span><sup><span style="font-size:8.0pt;font-family:"Tahoma","sans-serif"">nd</span></sup><span style="font-family:"Tahoma","sans-serif""> to make verbal comments on the proposed rules. Comments can
be submitted either way, in writing or at the public hearing, and will all be considered equally by the Board.<o:p></o:p></span></p>
<p class="MsoNormal"><b><span style="font-family:"Tahoma","sans-serif"">Looking Ahead: Kicking off Other Topics for Future Rulemaking: Call for Participation</span></b><span style="font-family:"Tahoma","sans-serif""><o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family:"Tahoma","sans-serif"">Looking further ahead, the OMCB is wanting to initiate future rulemaking in four other areas this year, and is therefore seeking to form Advisory Teams now to review work to date and to inform
the development of draft rules for the future public rulemaking process. Advisory teams for this purpose are made up of external parties outside the Board and do not include members of the Board, but rather representatives of persons that would be directly
affected by the rulemaking, as well as other interested groups. At this time we are soliciting participants for membership on the following teams listed below (each focused on particular issues). Advisory Teams typically meet via phone, email or via online
collaboration since members tend to be from across the State. <o:p></o:p></span></p>
<p class="MsoNormal"><b><u><span style="font-family:"Tahoma","sans-serif"">Please note:</span></u></b><span style="font-family:"Tahoma","sans-serif""> the Board is not proposing specific rules in the following areas at this time, but is only seeking to form
external advisory teams to inform the development of such rules. Once the advisory team process is complete, any resulting draft rules then developed will be published for public review and comment. You do not need to participate on an advisory team to make
comment on any rules proposed in the future.<o:p></o:p></span></p>
<p class="MsoNormal"><b><span style="font-family:"Tahoma","sans-serif"">Permanent Record Requirements and Substantive Changes:</span></b><span style="font-family:"Tahoma","sans-serif""> Much stakeholder input has already been received on these topics. This
team will be reviewing, clarifying, and establishing amended or new language in rule to define which facility is responsible for maintaining which permanent records, and then establishing in rule a definition for ‘substantive change’ as referenced in ORS 97.130.
<i>We expect this work to move quickly and require only 2-3 meetings..</i><o:p></o:p></span></p>
<p class="MsoNormal"><b><span style="font-family:"Tahoma","sans-serif"">Facility Self-Inspection Program:
</span></b><span style="font-family:"Tahoma","sans-serif"">The Oregon legislature had previously passed a law to allow for a self-inspection program.<b>
</b>This team will<b> </b>review input to date, the requirements in Statute, and then define the scope and application of the program in rule. <i>We expect this work to move quickly and require only 2-3 meetings.</i><o:p></o:p></span></p>
<p class="MsoNormal"><b><span style="font-family:"Tahoma","sans-serif"">Competency-based Assessment Programs for Apprenticeship/Internship: The Oregon Legislature also previously passed a law to allow for a competency-based assessment program.
</span></b><span style="font-family:"Tahoma","sans-serif"">This team will be reviewing similar programs within Oregon and within the industry outside of Oregon,<b>
</b>developing the framework, specific competencies, requirements, and evaluation protocols for the roles of apprentice and supervisor in the apprenticeship programs.
<i>We expect this to be a substantive body of work that may be ongoing for up to 12 months.</i><o:p></o:p></span></p>
<p class="MsoNormal"><b><span style="font-family:"Tahoma","sans-serif"">Disaster/Emergency Management:
</span></b><span style="font-family:"Tahoma","sans-serif"">This team will be reviewing the State’s current Emergency Management Plan and results of the most recent Table Top exercises, and to review recommendations relating to handling of fatalities, how normal
procedures are impacted, and the roles of licensees in these events. The team will evaluate potential conflicts arising from current rules and statutes (which pre-date the new Plan) and make recommendations for changes to rules or statutes to support comprehensive
planning, decision-making and effective practice during an event. <i>We expect this work to be completed within 6 months<span style="color:#1F497D">.</span> This effort may also identify changes to Statute that would require Legislative Action.</i><o:p></o:p></span></p>
<p class="MsoNormal"><span style="font-family:"Tahoma","sans-serif"">If you are interested in participating on one or more of the advisory teams listed above, please respond to this email or contact Carla Knapp via phone with your name, contact information
