The Oregon Health Authority (OHA), Public Health Division (PHD), HIV, STD, TB (HST)<https://www.oregon.gov/oha/ph/diseasesconditions/hivstdviralhepatitis/pages/index.aspx> in Portland, Oregon, is pleased to announce a career opportunity for an HIV/STI Statewide Services Specialist. This role involves administering contracts to support statewide HIV/STI services, with a particular focus on prevention initiatives and linkage to care activities.
This is a full-time, permanent, classified position and is represented by a union, SEIU Human Services.
What will you do?
As the HIV/STI Statewide Services Specialist, you administer contracts that promote statewide HIV/STI services, specifically related to prevention and linkage to care activities. This position monitors activities provided by local partners to ensure population-level, public health and HIV/STI related elimination goals are being met. This position applies program standards, procedures and processes and ensures community and agency partner understanding of related guidelines and expectations, rules, regulations, and policies. This position works with partners to coordinate and improve services and provides training, technical and capacity building support as needed. You will provide excellent customer service to internal and external partners as well as organize and lead groups and meetings.
What we are looking for:
Minimum Qualifications:
* A bachelor's degree in public health, occupational health, public administration, or closely related degree, and two years experience coordinating or administering a public health program. OR
* A combination of experience or education equivalent to five years coordinating or administering a public health program.
Desired Attributes:
* Experience in administering contracts or formal agreements.
* Experience with project management, including the design, implementation, management and monitoring of projects and/or project plans.
* Experience handling confidential or sensitive health or related information (e.g. communicable disease, substance use, DMV, vital records, carceral data).
* Experience in delivering technical assistance, capacity building or training.
* Experience with HIV and STI prevention systems, services, and programs.
* Experience leading groups, meetings or committees.
* Experience and proficiency with Microsoft Office Suite (Word, Excel, Publisher, PowerPoint) and Adobe Acrobat.
* Demonstrated ability to communicate effectively with diverse partners to advance public health objectives.
* Experience promoting, welcoming, and maintaining a culturally competent and diverse work environment.
Working Conditions:
At least 90% of the work of this position may be conducted remotely with full access to needed operating systems and technology but at times will have work that needs to be conducted on-site at the Portland State Office Building, located at 800 NE Oregon Street, Portland, OR 97232.
