The Oregon Health Authority (OHA), Public Health Division (PHD), HIV, STD, TB (HST)<https://www.oregon.gov/oha/ph/diseasesconditions/hivstdviralhepatitis/pages/index.aspx> in Portland, Oregon has a career opportunity for an HIV Care and Treatment Compliance Specialist (Program Analyst 2) to develop, monitor and maintain the HIV Care and Treatment Compliance Plan, to ensure programs and services comply with state and federal guidance.

This is a full-time, permanent, classified position and is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.



What you will do!
As the HIV Care and Treatment Compliance Specialist, you will work closely with a team dedicated to supporting quality and equitable services to people living with HIV in Oregon. In your role, you will analyze local, state and federal rules/laws and federal reporting requirements to ensure consistency across program service guidelines and policy. You will lead the development of program and fiscal reporting forms; develop and review contractor reports; conduct in-person and virtual monitoring visits; and provide compliance-related technical assistance and training to HST internal and contracted program staff.


What we are looking for:
Minimum Qualifications:

A bachelor's degree in public health, social or human services, or a degree related to the program AND two years experience coordinating or administering a program.
OR
Any combination of experience or education equivalent to five years of technical experience in public health, social or human services, case management or any experience related health care access and communicable disease.

Desired Attributes:

  *   Experience interpreting and applying Oregon Revised Statues (ORS), Oregon Administrative Rules (OAR).
  *   Experience interpreting and applying federal (ie. HRSA and HUD) guidance and regulations.
  *   Ability to explain complex rules and guidance in an accessible, retable, and practical way.
  *   Ability to address compliance issues with a non-judgemental, collaborative approach.
  *   Experience with data collection, analysis, and quantitative reporting of results.
  *   Experience with analyzing data sets and ability to comprehend various data definitions.
  *   Experience with public speaking and giving in person and virtual presentations.
  *   Experience with project management, leading and taking initiative.
  *   Experience with facilitating, problem solving, mentoring and coaching.
  *   Excellent written and oral communication skills.
  *   Experience with organization, facilitation and team building.
  *   Experience with MS Office, which included MS Word, Excel, and Powerpoint.
  *   Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.
Working Conditions:
This position may be conducted remotely with full access to needed operating systems and technology but at times will have work that needs to be conducted on-site and may require occasional travel across the state. The Portland State Office Building is located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.
