 as needed. The supervisor develops, implements, monitors projects for the Harm Reduction Program. Harm Reduction services are designed to engage individuals who may not be ready to stop substance use by offering strategies to reduce risks. Services include
 Syringe Exchange, Overdose Prevention, client testing, and support of clinical services. This position is part of the Communicable Disease/Sexually Transmitted Disease/HIV/HCV and Adolescent Health Promotion Programs Leadership Team. The incumbent in this
 position leads and oversees program activities with clients, community members, and community partner agencies. They conduct process improvement and operations work-flow analyses of program informatics systems and provide direct supervision to the Harm Reduction
 team. The position develops policies and procedures for the program that align with Harm Reduction principles and strategies while also maintaining compliance with HIPAA, Oregon Public Health Statutes, grant requirements, and County confidentiality and data
 security policies. The Program Supervisor requires professional experience and/or training in the fields of Harm Reduction services, trauma informed care, HIV, sexual health, data collection, organizational and project management processes, as well as cultural
 familiarity and competency with historically under-served, highly stigmatized populations. Populations served include those experiencing substance use disorders, mental health disorders, houselessness, those with deep trauma history, sporadic engagement in
 medical care, and/or those who have been involved in the justice system. This position requires the ability to work in an effective, respectful and culturally competent manner with team members, community partners, and clientele to provide a full complement
