<p class="MsoNormal"><span style="color:black">Believe it or not, agencies are already well underway at building up proposed budgets for the 2023-2025 Fiscal Year. With current projections, the biennium is looking fairly good in terms of being able to support
healthy budgets. At the same time, we know that energy, climate issues and sustainability remain priorities in our planning, budgeting and operations. As such now is the time to be putting forth ideas in your agencies to support efforts to reduce your agency
carbon footprint, save energy, and support other sustainability issues. A few ideas:<o:p></o:p></span></p>
<p class="MsoNormal"><span style="color:black"><o:p> </o:p></span></p>
<ol style="margin-top:0in" start="1" type="1">
<li class="MsoListParagraph" style="color:black;margin-left:0in;mso-list:l0 level1 lfo1">
Does your agency own and operate its own buildings? Are you challenged to meet your energy efficiency targets as reported to the legislature in
<a href="https://www.oregon.gov/energy/Data-and-Reports/Documents/2021-SEED-Report.pdf">
ODOE’s SEED report</a>? Many agencies are and we are taking notice. Now may be a good time to seek funding for studies or projects to meaningfully reduce your building energy use intensity (EUI) as directed by Executive Order 17-20. Energy efficiency pays off
over the longer run with lower utility bills. <o:p></o:p></li><li class="MsoListParagraph" style="color:black;margin-left:0in;mso-list:l0 level1 lfo1">
Are you planning any new buildings or major renovations? Again, now may be the time to invest to ensure they are lower carbon, high performing buildings as directed by EO 17-20.
<o:p></o:p></li><li class="MsoListParagraph" style="color:black;margin-left:0in;mso-list:l0 level1 lfo1">
Does your agency struggle to manage sustainability efforts because of a lack of staff time? Now may be the chance to re-classify or add FTE to help manage these programs. Even an 0.5 FTE can really make a difference.<o:p></o:p></li><li class="MsoListParagraph" style="color:black;margin-left:0in;mso-list:l0 level1 lfo1">
Do you have un-metered water wells or other water uses? Now may be an opportunity to fund some additional metering so you can track water use, which will only increase in focus as we experience more frequent droughts.
