The first Earth Day was held in 1970 and mobilized millions of Americans to advocate for cleaner air, cleaner water, and a healthier environment for all. That movement led to landmark bipartisan legislation
in Washington DC – including the Clean Air Act, the Clean Water Act, and the creation of the U.S. Environmental Protection Agency. Here in Oregon, Earth Day carries special significance. Our landscapes — from the rugged coastline and towering evergreens to
the high desert and winding rivers — naturally inspire a deep commitment to environmental stewardship. Our state has long been a leader in this work, pioneering efforts like the Bottle Bill, statewide land use planning, and guaranteeing public access to beaches.
This early momentum continues to shape our state, reinforcing long‑held values of caring for the land and preserving the natural beauty that defines Oregon.

Today, Earth Day is celebrated across the state through beach clean‑ups, river restoration projects, tree‑planting events, and community gatherings that celebrate the outdoors. The special day reminds us how
fortunate we are to live here — and how every small action helps protect Oregon’s forests, waterways, and wild spaces for future generations.

As state employees, we support these values not only through the programs we implement, but also through simple daily practices like choosing the most fuel-efficient mode of transportation for business trips,
turning off light and electronic systems when not in use, and recycling.

And speaking of recycling: For many years, recycling for state agencies in the Salem area was provided by Garten Services. In mid‑2025, Garten’s recycling division was sold to Republic Services. Effective
April 30, 2026, Garten Services will no longer provide commingled recycling for paper, cardboard, plastic, metal, and cartons. This change does not affect the electronics recycling or confidential shredding price agreements.

To ensure continuity of services, the Department of Administrative Services (DAS) is partnering with Republic Services for mixed recycling and cardboard recycling needs. Working closely with custodial teams,
we are evaluating each DAS‑owned building to ensure recycling containers and cardboard cages are appropriately sized. This transition also presents an opportunity to right‑size trash receptacles and pickup frequencies.

DAS has also launched a pilot project in the newly remodeled Executive Building, adding durable, well‑marked, free‑standing recycling stations in high‑traffic areas. These have been incorporated into copy
rooms, work rooms, conference rooms, and lunchrooms. As additional remodels occur, DAS is adopting a consistent system for recycling and waste management with one clear goal: keeping as much material as possible out of the landfill. If you have questions or
need assistance with commingled recycling services, please contact Steve Markham at
