[Libs-Or] Benefits for part-time employees

We're having a discussion in the City of Newberg about benefits for part-time employees

Currently anyone working 20 hr or more gets holiday, vacation and sick leave on a pro-rata basis.  We aren't part of PERS so they get no retirement.

I would like to know if other library part-time employees get these limited benefits.    Thanks for your input.
