[Libs-Or] libraries as communication hubs during a disaster

Greetings -

I was wondering if any libraries act in an official capacity as a 
communications hub for the public in the event of a disaster.  Not a 
housing shelter but more of the place for everyone who has lost phone, 
internet, etc to come and reach their families, insurance agent or 
whatever.  Thanks
