[Libs-Or] library card request from the uk

Out of curiosity, has anyone else received this request?


Can I please have a library card if I live in England? 
It's impossible for me to come in person to apply for it.
My interest lies in audiobooks and ebooks mainly. I have never lived in the library's state before.
