[Libs-Or] ODE Adolescent Literacy Framework + OASL Fall Conference Proposals

[cid:image002.jpg at 01DBA7BD.1D9911F0]Recall that when Oregon’s Adolescent Literacy Framework<https://www.oregon.gov/ode/educator-resources/standards/ELA/Documents/ORAdolescentLiteracyFramework_2025.pdf> (landing page<https://www.oregon.gov/ode/educator-resources/standards/ela/pages/adolescent-literacy.aspx>) was published in February, it did not include libraries as a partner in literacy efforts. Four school library staff in a district south of Portland sent an email about that to key staff at the Oregon Department of Education (ODE), and ODE agreed that it was something to address. While they could [color logo.jpg] not edit the content of the actual framework, they were able to add a link on p. 39 to a document<https://www.oregon.gov/ode/educator-resources/standards/ELA/Documents/Oregon_Schools_and_Libraries.pdf> that highlights some of the ways libraries foster literacy. Thanks to the school library staff who voiced their concerns. It made a difference.

Speaking of making a difference, the Oregon Association of School Libraries (OASL) is accepting session proposals<https://forms.gle/D9hMskdnfEGFqZX48> for their annual fall conference<https://ola.memberclicks.net/oasl-conferences>. Jessica Lorentz Smith (jessica.lorentzsmith at bend.k12.or.us<mailto:jessica.lorentzsmith at bend.k12.or.us>) is the sessions chair and can answer any related questions. This year’s event will be at North Eugene High School on October 4th with a school library bus tour on the 3rd. Consider presenting, and save the date to attend. It’s always an excellent opportunity to learn and network.

A couple of months ago, I posted about an opportunity to provide feedback about the draft version of a new state-level framework focused on developing literacy in adolescents. Today the Oregon Department of Education (ODE) announced<https://content.govdelivery.com/accounts/ORED/bulletins/3d3e407> that the final version is available: Oregon’s Adolescent Literacy Framework<https://www.oregon.gov/ode/educator-resources/standards/ELA/Documents/ORAdolescentLiteracyFramework_2025.pdf>. “The framework follows the implementation of the Early Literacy Success Initiative by providing guidance and best practices for research-based literacy instruction in middle and high school.” It is meant for all secondary-level educators - not just those who specifically teach reading.

ODE created a comprehensive landing page<https://www.oregon.gov/ode/educator-resources/standards/ela/pages/adolescent-literacy.aspx> with an overview and further resources, including a link to the Oregon School Library Standards.

FYI, the framework itself does not mention school libraries and only tangentially mentions public libraries through a reference to surveys about community resources. That’s as opposed to Oregon’s Early Literacy Framework: A Strong Foundation for Readers and Writers (K-5)<https://www.oregon.gov/ode/educator-resources/standards/ELA/Documents/Literacy%20Framework_2023.pdf>, which was published in May 2023 (landing page<https://www.oregon.gov/ode/educator-resources/standards/ELA/Pages/Early-Literacy.aspx>). The role of libraries in developing literacy is briefly addressed on pages 15 and 16.

Please share information about the literacy frameworks with relevant staff.
