[Libs-Or] Federal funding update & town hall reminder

Monday, the State's Fiscal Office released this report Federal-Impact-HR1-Initial-Analysis.pdf<https://www.oregon.gov/das/Financial/Documents/Federal-Impact-HR1-Initial-Analysis.pdf> detailing the loss of federal funding from various state agencies. It includes the potential $2.5M LSTA funds from the State Library starting in FY27. This initial analysis provides information, but does not change the state's budget. That has to be done by the state legislature.

This is one of many scenarios playing out right now; as shared previously the Senate has started the process to add LSTA funding back into the federal FY26 budget. Congress is recessed until September, so all work is paused at the moment. The House is expected to take up the FFY26 budget next month as well, but there is a strong likelihood that Continuing Resolutions will be utilized. We may not know the final outcome of FFY26 budget for several months. The past few years it's been April before the process has been finalized.
