Exchange Project is an exchange of library staff between <st1:City
w:st="on">Fujian Province</st1:City>, <st1:country-region
w:st="on">China</st1:country-region>, and <st1:State w:st="on"><st1:place
w:st="on">Oregon</st1:place></st1:State>, for the purpose of sharing
professional knowledge about library and information science. It was established
through a generous gift by the late Dr. Layton Horner to the Oregon State
Library and continues through a partnership between the State Library and the
Oregon Library Association International Relations Roundtable.<SPAN
style="mso-spacerun: yes"> </SPAN>Our international partners are the
Fujian Provincial Library and the Fujian Library Association.<SPAN
style="mso-spacerun: yes"> </SPAN><st1:State w:st="on">Fujian</st1:State>
is <st1:State w:st="on">Oregon</st1:State>'s sister province in
<st1:country-region w:st="on"><st1:place
w:st="on">China</st1:place></st1:country-region>, and the Fujian Provincial
Library maintains a sister library relationship with the Oregon State
Library.<o:p></o:p></FONT></SPAN></P>

occur in 2010.<SPAN style="mso-spacerun: yes"> </SPAN>In late spring of
2010, the Fujian Provincial Library will send four delegates to spend three
weeks in <st1:place w:st="on"><st1:State
w:st="on">Oregon</st1:State></st1:place>. In late October or early November, the
Oregon State Library will send three delegates to <st1:place
w:st="on"><st1:country-region w:st="on">China</st1:country-region></st1:place>.
At least one delegate in each group must be fluent enough in Mandarin or Minnan
dialects and in English to act as translator.<o:p></o:p></FONT></SPAN></P>

w:st="on">Oregon</st1:State> delegates the Horner Fund will pay most travel
costs from <st1:City w:st="on">Portland</st1:City> to <st1:place
w:st="on"><st1:City w:st="on">Fuzhou</st1:City></st1:place>. Delegates will be
expected to contribute towards travel costs beyond an amount yet to be
determined. The Fujian Provincial Library will provide housing, food, and some
ground transportation within <st1:place w:st="on"><st1:country-region
w:st="on">China</st1:country-region></st1:place>. Individual delegates are
responsible for a portion of the airfare, medical insurance and expenses, costs
of passport and visas, personal expenses, souvenirs, and gifts for the libraries
to be visited.<SPAN style="mso-spacerun: yes">

libraries by observing their practices, providing training and consultation, and
sharing professional expertise. Delegates may choose to extend their time, at
