Certainly not all bittorrent users are engaged in illegal activity,
but we shape our network traffic to some degree in order to ensure a
good overall computing experience for the majority of our patrons.
Hence, we throttle P2P ports for bandwidth reasons, just as some
libraries block various streaming websites. Our clickthrough
agreement addresses the legal question of what they do when on our
network (whether it does so sufficiently is a totally different
question). <br>

Obviously, I'm not a lawyer, but I would think that the closest
match to what libraries face would be what universities face when
they get notices about illegal download activities on their
networks. When they can't trace the activity to a specific IP, what
do they do? Is there anyone from the academic library community that
can weigh in on this?<br>
