<p><span style="font-size:9.0pt;font-family:"Arial","sans-serif"">The State Library Board will meet in Salem on Friday, August 24, 2012. The meeting will begin at 10:30 a.m. in Room 102 of the Oregon State Library. The Board will hear a report on the Every
Child Ready to Read three year project that has been completed. The Board will also review the proposed 2013-2015 State Library budget for submission to the Governor by August 31, 2012. The Board Budget Committee met on July 27, 2012 to review the proposed
budget. An Open Forum will be held at noon on the day of the Board meeting. Anyone may address the Board at the Open Forum on any topic.</span><span style="font-size:9.0pt"><o:p></o:p></span></p>

Ready to Read Grants for 2012-2013 reflects the $609,755 annual budget passed by the Oregon Legislative Assembly and signed by Governor Kitzhaber. The application was mailed to library directors and children’s librarians the last week in June. It is also available

of the most satisfying jobs of the Government Research Services Team is providing research support to state agency employees. This past June the Audits Division of the Secretary of State’s Office released a 90 page report,
<a href="http://www.sos.state.or.us/audits/pages/state_audits/full/2012/2012-20.pdf">
Boards and Commissions: Common Risks, Needed Oversight, and Steps to Manage Them</a>. If you read through this report you may have noticed a very nice thank you note, on page 25, to staff of the State Library. What started as a simple reference inquiry, “Does
the State Library have copies of old Executive Orders?”, grew into a multi-month project of researching the years and bill numbers establishing boards/commissions, locating past Legislative Issue Briefs and newspaper articles and finding anecdotal statements
from past governors and legislators that were used to highlight particular issues raised in the audit. Many times the research performed by GRS staff later appears in an agency report or newspaper article. Two recent projects that librarians worked on appeared
in the news this summer. One entailed research on the legislative history of the law establishing unit pricing in grocery stores,

Inconsistent Unit Pricing Complicates Grocery Shopping in Salem</a> (Statesman Journal, July 15, 2012). Another project required a literature search for studies comparing the efficacy of hand washing to glove use in food service in preventing food borne illness.
A short time later this article appeared in the news, <a href="http://www.wweek.com/portland/blog-28890-state_tells_restaurant_workers_no_gloves_required.html">
State Tells Restaurant Workers No Gloves Required</a> (Willamette Week, July 13, 2012). These examples show that the work of state agencies is very broad, touching all aspects of the lives of Oregon citizens. GRS staff members understand the importance of the
work they do in supporting the research projects of these decision makers and are very proud to be a contributing partner to the work of state government.</span><span style="font-size:9.0pt"><o:p></o:p></span></p>
<p align="center" style="text-align:center"><strong><span style="font-size:10.0pt;font-family:"Arial","sans-serif";color:#333333">Reading for Healthy Families Final Evaluation Report Now Available</span></strong><span style="font-size:10.0pt"><o:p></o:p></span></p>
<p><span style="font-size:9.0pt;font-family:"Arial","sans-serif"">Reading for Healthy Families (RFHF) was a statewide early literacy training project for Healthy Start/Healthy Families Oregon home visitors and Oregon children’s librarians that took place from
2008-2011. The <a href="http://www.oregon.gov/osl/LD/Pages/youthsvcs/rfhf.overview.history.aspx">
Final Evaluation</a> reports on the impact of early literacy education sessions on families, partnerships among libraries and other organizations that serve families with young children, and changes in practices that likely will have a long-term impact on communities.
Here are a few results of particular interest: 62% of participating home visitors and library staff continue partnering with the other agency and 42% of them established partnerships with new agencies to develop local networks of resources, support and opportunities
for providing early literacy education to high-risk families; 96% of participating home visitors and library staff continue to use at least some aspects of curriculum to provide early literacy activities for families with young children. Librarians reported
an increase in the activities provided by their library, specifically: 93% reported their library provides book lists and early literacy brochures to families (from 82% prior to RFHF); 88% reported having/adding a preschool component to the summer reading
program for ages 0-5 (from 81% prior to RFHF); 88% reported having age-specific story times for babies, toddler, and preschooler rather than one storytime for all children birth through Kindergarten (from 81% prior to RFHF); 82% reported providing early literacy
training for parents (from 48% prior to RFHF).</span><span style="font-size:9.0pt"><o:p></o:p></span></p>

2012 Annual Report</a> is now available on Oregon Intellectual Freedom Clearinghouse. The report is a compendium of 28 challenges to library material in eight public libraries and one school library between July 1, 2011 and June 30, 2012. The Oregon Intellectual
Freedom Clearinghouse (OIFC) collects reports about formal, written challenges to library material from all types of Oregon libraries. The information is reported to OIFC by Oregon libraries on a voluntarily basis. OIFC compiles the reports from libraries
into an annual report each year; all previous reports are also available online at Oregon Intellectual Freedom Clearinghouse.</span><span style="font-size:9.0pt">

July 13, the <a href="http://www.orbiscascade.org/">Orbis Cascade Alliance</a> Council of Library Directors voted to enter into a shared integrated library system (ILS) contract with
<a href="http://www.exlibris.co.il/">Ex Libris</a> for Alma (library management system) and Primo (discovery layer). This decision is the culmination of a multi-year process to select a vendor for a shared ILS for the 37-member consortium of academic libraries
in Oregon, Washington, and Idaho. Orbis Cascade’s recent strategic planning identified a need for a single consortial solution to replace member libraries’ stand-alone systems, in order to improve services and facilitate better collaboration. Lynn Chmelir,
