    <font face="Verdana">Ditto to Deidre and Marsha about contacting
      SDAO, specifically Luanne Richey. They never have raised question
      about my title, nor have I heard of them questioning other
      libraries whose head executives are called directors. Deschutes
      County, Siuslaw, Baker County, Lake County, and Ontario all are
      other special district libraries who use this title, as I'm sure
      do several others. It's also worth noting that many other types of
      special districts (water, transportation, parks, etc.) refer to
      their </font>head executive as a "director".<br>
    <br>
    Also, it may be that this city manager is operating under best
    practices for cities, which have different legal requirements and
    structures than special districts. SDAO and your district's legal
    counsel likely would be far better sources of advice.<br>

      <div dir="ltr">I recommended to current interim that she get in
        touch with Special District Assn. to get written clarification
        for the Board and City Manager as to what the legal status of a
        Special District is, that they are not under the governance of
        any City or other entity other than their own elected board and
        that the title "Director" clearly describes the authority that
        the CEO of a Municipal Corporation has over all operational
        matters and that Board's set policy, approve budgets and hire
        and fire directors only.  The position is kin to a City
        Manager's position vis-à-vis the City's elected council.<br>

        Furthermore, nearly all Directors of libraries in Oregon are
        called "directors,"  even those under City or County governance.
        Nothing wrong with "District Librarian" either -  or "CEO" -
        it's the understanding of the meaning that counts.  Everybody
        understands that managers work under directors, not under a
        Board.  Head of OTLD is not a "manager." And Board members do
        not "direct" library operations.  etc. etc.    <br>
         <br>
        The OTLD Board needs to educate themselves on the nature and
        authority of different kinds of Boards.<br>
         <br>
        Anyone who has written descriptions of Board authority or
        Director authority that would help the Interim Director might
        want to send them to OTLD director and help her out.<br>

          <div dir="ltr">My official title, maybe because of similar
            thinking, is District Librarian.  I use this on some
            official things but I find that in the library world it is
            less confusing if I use Library Director.  It better
            explains my position and no one has ever thought that it
            means a member of the library board.  The only place where
            there might have been some confusion is within the Special
            Districts Association (SDAO) but they haven't ever seemed
            all that confused not matter which title I use.</div>
