<p class="style10"><span style="font-size:11.0pt;font-family:"Arial","sans-serif"">The Oregon State Library Board will meet on Friday, October 16, 2015 at the Oregon State Library in Salem. The Board will hear recommendations from the LSTA Advisory Council
 and the Talking Book and Braille Library Advisory Council. They will also hear information about the Talking Book and Braille Endowment, a 2015-2016 Ready to Read Grant Appeal, and an HB 3523 Progress Report. In addition, the Board will participate in an engagement
 activity and attend the dedication of our new Donor Board in the Talking Book and Braille Library. An open forum is scheduled for 11:30 a.m. The date of the next board meeting will be announced soon.

<p><span class="style101"><span style="font-size:11.0pt;font-family:"Arial","sans-serif"">In addition, the State Library is considered both a planning partner and a participant in the popular and expanding State of Oregon Diversity and Inclusion Conference.
 This conference has been held for over 20 years and continues to grow in size and program quality. This year there were approximately 1200 registrants. Governor Kate Brown provided opening remarks. Two State Library divisions, Government Information and Library
 Services and Talking Books and Braille Library, staffed exhibit tables offering state employees information about library resources, related services, and the opportunity to browse and checkout materials. Elke Bruton, Outreach Librarian for Talking Books and
 Braille Library, was invited for a second year to present her program: Reading in the Dark. This program introduces state employees to services offered by the library for print-impaired Oregon citizens and offers opportunities to discuss the benefit of such
 services and how agencies can make co-workers and clients alike aware of these services. For more information on this year’s programs, visit the

 About Literature is a national reading and writing contest sponsored by the Center for the Book in the Library of Congress (LOC), the
<a href="http://www2.dollargeneral.com/dgliteracy/Pages/index.aspx">Dollar General Literacy Foundation</a> (new!), and in Oregon by Willamette Writers (new!). Students write letters to any author explaining how that author's book changed their way of thinking
 about the world or themselves. There are three competition levels: Level I for 4th-6th graders, Level II for 7th-8th graders, and Level III for 9th-12th graders. Oregon's three winners – one from each competition level – will go on to compete nationally. Entry
 forms and guidelines are available on the <a href="http://willamettewriters.com/letters-about-literature/">
Willamette Writers</a> and the <a href="http://www.oregon.gov/osl/LD/Pages/youthsvcs/aboutlit.aspx">
State Library</a>’s websites. All high school (Level III) entries must be postmarked by December 4, 2015 and elementary and middle school (Levels I and II) entries by January 11, 2016. Locally, prizes are made possible through support from the Oregon Reading
 Association and three divisions of the Oregon Library Association: Oregon Association of School Libraries, Children’s Services Division, and Oregon Young Adult Network. For more information, please contact

 January of 2015, The Oregon Community Foundation (OCF) commissioned an Oregon Public Library Needs Assessment, funded by the Lora L. & Martin N. Kelley Family Foundation Trust and the Betsy Priddy Fund of the Oregon Community Foundation. Penny Hummel Consulting
 prepared the study, which was released on September 2, 2015 at a summit hosted by OCF with other Oregon funders. Hummel provided an overview of the needs assessment’s findings which was enthusiastically received. The summary and full report are available on
