As the manager or director of a library it might be best to create a small sticker for each case that informs on copyright law. At least then you have done your part in educating the public.

I don't have any relevant experience or legal advice, but I can suggest one change that might make your library's policy clearer. What you describe as "downloading" is more accurately called copying. Patrons download materials legally all the time, such as
ebooks and digital audiobooks via a subscription service such as Library2Go, so your posted notices may be confusing.<br>

This is a frustrating situation, and I hope someone has more useful advice than I've supplied.<br>
