in favor of something related to an election rather than saying it was 9-0. So you have to be super, super careful in this regard. Our city has taken down from our website pretty much all info related to levies during the election cycle, except for the actual
ballot language at times—anything that could be construed as advocacy. <o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size:11.0pt;font-family:"Calibri",sans-serif;color:#1F497D">On another point, I believe in Oregon the only elected library boards are those in special districts (not service districts, though), so the Douglas County Library
Board are likely appointed by the County Commissioners. And while elected officials are free to advocate (much more so than staff), that does not mean the institution they serve can advocate officially.

<p class="MsoNormal"><span style="font-size:11.0pt;font-family:"Calibri",sans-serif;color:#1F497D">The other thing to keep in mind is that penalties for violating election laws are levied against the individual, not the institution. So our City Manager had
to pay fines out of his own pocket for items found on the city’s website that were found to be violations. And multiple violations amps up the penalties. It tends to make one more paranoid.<o:p></o:p></span></p>

more narrow than we might wish. I am fairly certain there have been rulings that, for example, you cannot say what will happen if the measure does not pass.<o:p></o:p></p>
