<p class="style10"><span style="font-family:"Arial",sans-serif">The State Library Board met at the State Library in Salem on Thursday, February 23rd for strategic planning and its regular board meeting on Friday, February 24th. On Thursday, the board heard
 updates on the previous strategic imperatives, performed a SWOT analysis (strengths, weaknesses, opportunities, and threats), and discussed ideas for the 2017-2019 strategic plan. On Friday, the board reviewed the LSTA 2012-2017 Five Year Plan Evaluation.
 The next board meeting will be held on Wednesday, April 19th at the Salem Convention Center, in conjunction with the 2017 Oregon Library Association Annual Conference.</span><o:p></o:p></p>

<p><span class="style101"><span style="font-family:"Arial",sans-serif">The list of Best Practice Libraries has been updated and is available on the
<a href="http://www.oregon.gov/osl/LD/youthsvcs/R2R/2016-BestPractices.pdf">State Library website</a>. Every year the State Library creates a list of public libraries that implement all three best practices in public library youth services. The three best practices
 are early literacy training, summer reading programs, and outreach services to underserved youth. The State Library uses the Public Library Statistics to collect data from libraries about which best practices they are implementing and create the list using
 that data. </span></span><span style="font-family:"Arial",sans-serif"><br>
<br>
<span class="style101">During the 2015-2016 state fiscal year, 84 out of 137 Oregon public libraries (61%) implemented all three best practices in library youth services using all types of funding. Eighty-eight libraries (64%) implemented early literacy training,
 136 libraries (99%) implemented summer reading programs, and 115 libraries (84%) implemented outreach services to underserved youth.

<p><span class="style101"><span style="font-family:"Arial",sans-serif">The 2016 Ready to Read Annual Report is available on the
<a href="http://www.oregon.gov/osl/LD/Pages/youthsvcs/R2R/AnnualReports.aspx">Ready to Read webpage</a>. The Ready to Read Annual Report is an analysis of the 130 Ready to Read Final Reports submitted by libraries that received grants through the State Library.
 This is the first year outcome based evaluation is solely used to report the impact state funds had on youth and families in local communities.

<span class="style101">Ready to Read grant recipients are doing best at using state funds on early literacy projects that support adults so they read, sing, talk, play, and write regularly with their children—60% of libraries reported that most adults achieved
 this outcome. Libraries need to improve on summer reading projects that support adults so they engage in literacy activities with youth during the summer—25% of libraries reported that only some adults achieved this outcome.</span><br>
