from other Oregon libraries who offer verbal support or note that they have donated are free to do so because they cannot benefit from the passage or failure of the Wallowa County election. They are not urging people to vote one way or the other – they just
said they donated. Technically, neutral statements! <o:p></o:p></span></p>

260.432 was that the list-serve (and possibly other lists maintained by the State Library) might have been opened up to be used by anyone advocating against the measure, for whatever good that would do them, because of the original message.<o:p></o:p></span></p>

changes the rules. This is why we use People for Oregon Libraries, which uses the Facebook page for this kind of communication. People for Oregon Libraries doesn’t have a discussion list.<o:p></o:p></p>
