<p class="MsoNormal">It means that patrons can continue to use the library without being adversely punished for being poor or of limited means. It also means that the library moves away from being punitive. LOL.. I suspect desk staff would love to have that
particular discussion/argument off of the counter. <o:p></o:p></p>
