Our county counsel is of the opinion that we can require employees to wear masks but cannot require members of the public to, given that we're a public building. He said that we can strongly encourage people, too, though, through signage and individual conversations,
especially with people who are visibly coughing/sneezing, etc.<br>

also uses the language “encourage”. This was in the reopening guidance for retail stores.
