    Dear Librarians,<br>

    I share the concerns voiced in the previous emails. As the director
    of a small, rural library, I rely on the Library Support and
    Development Services division in countless ways that are crucial to
    our operations, and the idea of any losses to that team is hard to
    process. <br>
    <br>
    I have been channeling my concerns into strategically positioning
    the Oregon Library Association Legislative Committee to be ready to
    step in and advocate for funding, and we do have the beginnings of a
    plan. Regardless of whether or not LSTA funding comes through during
    the 2025-26 Fiscal Year, we will still encounter the <span style="color: rgb(0, 0, 0); white-space-collapse: preserve; line-height: 19.6px;">sunset of IMLS after the 2025–2026 fiscal year unless Congress reauthorizes the Museum and Library Services Act (MLSA). In all of these scenarios, the Legislative Committee needs one crucial thing to begin advocacy. We need specific stories from librarians in every congressional district in Oregon about how the State Library staff supports your work. These stories are the most effective ways for us to build strong bi-partisan support for state funding. Last week OLA President, Ayn Frazee sent an email calling on librarians to submit stories about the ways they are supported by the State Library, and I am following up to remind you to PLEASE do this. We have very few submissions, and my goal is to get one from every legislative district. <a href="https://docs.google.com/forms/d/e/1FAIpQLScGZb--vWvlFLxcuquTiTYqStqhjO10g9i7eepLz4gjHtzWLg/viewform">You can access the form here</a>. From my own experience, I am sharing the support my library gets for collecting data from the SLO. Because of this support, we have successfully evolved into a data-driven decision-making library, which has brought us into closer alignment with needs of the public we serve, and in turn, has helped develop strong alliances with community leaders. Any story you can share will help. As we collect this information, we are also beginning to map out advocacy strategies. If you have ideas of your own, please email me directly. 

I will share one final thought. I have worked eleven years now in a community that doesn't like taxes, does not have funding for 24-hour emergency services, does not have a public health department, and has been threatened with being taken over by the State because of insolvency. As a result I live in a world of creating strategies and contingencies for contingencies, and I am confident OLA has the ability to do this in a big way.

        important. These unsung heroes make libraries more than just
        places of books—they transform them into hubs of learning,
        support, and connection. It is critical that we continue to
        advocate for their retention and the continued support of their
        invaluable work.  Without them, many of our most vulnerable
        populations would be at risk of losing services.  Without the
        SLO staff, many of us would go without the support we need to
        keep moving forward through difficult times.</div>

        I also deeply appreciate your call for timely and transparent
        communication from State Librarian Wendy Cornelisen regarding
        the future of the State Library staff, particularly in light of
        uncertain funding streams. Exploring alternative funding
        solutions for staff salaries, given the volatility of federal
        funding, is a wise one and should be a priority moving forward.
        The sustainability of library services depends not only on
        resources, but on the people who bring those resources to life. 
        Many of us have said it before, but I will reiterate it here.
        While we all can appreciate the services and programs that are
        provided by the State Library, they are nothing in comparison to
        the people who oversee them.  The people are what brings real
        value to the work of the State Library.  We NEED them.</div>

        The words of social activist Maggie Kuhn come to mind here and
        are ones that I use often when approaching an uncomfortable
        situation. 
        <span style="font-weight: 700;"><i>Speak even though your voice
            shakes. </i></span>We
        <i>must</i> speak up, even when it feels risky or uncertain,
        because silence will not move us forward. Advocacy is a powerful
        act of hope and resistance, one that paves the way for a
        brighter, more inclusive future. It fills others with
        inspiration and motivates them to keep moving forward during
        dark times.  I can only imagine how hard the times are for our
        friends at the State Library right now.</div>

              When I print pages from the Internet, I want the URL
              included. But it does not show on the printed pages. How
              do I change that? I may need the link for future
              reference.<br>

              Great question! I don't print website pages very often,
              but I had the same issue the other day when printing a
              recipe that I found online. My family loved it, and I went
              to send the link to the recipe to my daughter, but the URL
              (website address) wasn't included in my printed copy.
              Luckily, I was able to find the website with the recipe
              again, but in the future, I will make sure to include the
              URL when I print.<br>

              Let's learn how to make sure the URL is included if you
              need it... and some other helpful printing tips.<br>

              Include the Website Address When Printing<br>
              <br>
              <br>
              <br>
              ?When you're printing a website page, sometimes you want
              to include the URL on the printed copy. If the URL (or
              other header/footer information) doesn't show when you
              print, it's usually due to your browser's Print settings.
              Here's how to fix it.<br>

              TIP: This works pretty much the same in Google Chrome,
              Mozilla Firefox or MS Edge:<br>
              <br>
              <br>
              ?     With the website page open, on your computer,
              right-click and choose Print (or use the shortcut Ctrl+P).
              This option can also be found in the Settings on web
              browsers as well.<br>
              ?     The Print dialog box will open. In the Print panel
              on the right, scroll down and find More settings. You may
              need to click a down arrow to open it.<br>
              ?     Check the box to include Headers and Footers.<br>
              ?     This includes the URL, page number, and other info
              at the top or bottom of the page.<br>
              ?     Print your document.<br>

              As you see in the screenshot below, the URL doesn't show
              in the header when you're using Google Chrome, only the
              page name. But it IS displayed in the footer.<br>

              NOTE: The header and footer may appear differently in
              various browsers. The URL appears in the header in Mozilla
              Firefox, and in MS Edge, it will be displayed in the
              footer.<br>

              Other Printing Tips<br>
              <br>
              <br>
              <br>
              Here are some other settings to consider when printing web
              pages. NOTE: Depending on your printer, these settings may
              have different names.<br>
              <br>
              <br>

              ?     Print Preview - Always check Print Preview to see
              how the page will look. This helps avoid wasted paper and
              ink.<br>
              ?     Pages per Sheet - Under More Settings, click the
              arrow on Pages per sheet. This allows you to print more
              than one page of your document on a sheet of paper.<br>
              ?     Margins - Set the margins in the Print dialog box to
              Narrow or Custom if you want to fit more content per page.<br>
              ?     Quality (or Scale) - Change the dpi (dots per inch)
              to save ink.<br>
              ?     Color vs. Black and White - Choose black and white
              if you don't need color to save ink.<br>
              ?     Two-Sided printing ? If your printer offers it,
              select 2-sided printing to save paper if applicable for
              your situation.<br>
              ?     Lots of Ads on the page? To print ONLY what you
              want, not ads, popups or images, there?s a free web tool
              that lets you do this called PrintFriendly.com. Read about

              What Determines The Choices You Get When You Print?<br>

              Do you ever wonder why the exact choices you get when you
              send something to the printer are often different?<br>
              <br>
              <br>
              <br>
              That's because there are four different controlling
              elements to create a print job:<br>
              <br>
              1) User's Application [e.g., Browser, Word, PDF Viewer]<br>
              <br>
              2) Operating System [Windows, macOS, etc.]<br>
              <br>
              3) Printer Driver<br>
              <br>
              4) Printer<br>
              <br>
              <br>
              <br>
              It's no wonder, with all these influences, that every
              print situation is slightly different. You can use the
              common choice options above to make your printing
              experiences positive ones.<br>

              Answer "no" first<br>

              Someone asks you to do something. Or you get invited to an
              event. Perhaps it is work-related or just plain fun. In
              any case, you can't ... or prefer not to.<br>

              You don't want to hurt their feelings, right? You want to
              let them down gently. So what do you instinctively say?
              "Oh that would be lovely, if I didn't have ..." "What fun
              that would be, but it's not possible." or even "I'd love
              to, but can't."<br>
              <br>
              <br>
              <br>
              What do all of these have in common? Each one ends on the
              "not" part. The last thing heard by your colleague is that
              you are not willing for some reason or another.<br>
              <br>
              <br>
              <br>
              That leaves a sting in the air. It sends your friend off
              feeling down.<br>
              <br>
              <br>
              <br>
              What can you say that would flip that, leaving your
              colleague feeling upbeat ... even though you've turned
              them down?<br>
              <br>
              <br>
              <br>
              Start with the negative. Yes, that's right, begin with the
              "no" or "I can't". Then follow it with a positive
              statement about the invite or the request.<br>
              <br>
              <br>
              <br>
              EXAMPLES:<br>
              <br>
              Request: "Will you cover for me tomorrow?" Answer: "I
              can't. I'll be happy to do it on another day." (Versus:
              "I'll be happy to do it on another day. I can't
              tomorrow.")<br>

              <br>
              Invitation: "Would you like to join us for dessert after
              work?" Answer: "No. I'm busy. Sounds like a fun time!"
              (Versus: "Sounds like fun, but I'm busy.")<br>

              You may be thinking, it's too abrupt to start with "no"
              right out of the box. Yes it is, but it gets the negative
              out there and then moves on to something positive. Would
              you rather leave them with the sting ... or put a salve on
              it so it doesn't feel as bad?<br>

              QUESTION:<br>
              Shall Gladstone be permitted to sell or lease the old
              library property after community Input if a development
              opportunity arises?<br>
              <br>
              SUMMARY:<br>
              Gladstone owns the old library property (135 E.
              Dartmouth), which is no longer needed for library
              purposes. The City would like to redevelop the property
              into another unknown use, which could potentially require
              a sale or lease.<br>
              <br>
              Although not used as a park, the property is zoned in an
              area where park use is permissible. Because of this, the
              Charter prohibits the City from selling or leasing the
              property without voter approval.<br>
              <br>
              If approved, this measure would authorize the City to sell
              or lease the property if a sale or lease is required for
              the chosen redevelopment plan. This approval is contingent
              on the City providing an opportunity for public input
              before Council approves any sale or lease.<br>
              <br>
              At this time, there are no specific redevelopment plans
              for the property. The City seeks voter approval to allow
              for flexibility in planning for redevelopment and to take
              advantage of opportunities that may arise between election
              cycles. The City intends to engage in community outreach
              to formulate ideas for redevelopment, which could include
              public or private uses.<br>

              Measure 16-114 - Jefferson County Library District -
              General Obligation Bonds for Public Library Facilities<br>
              <br>
              Question:<br>
              Shall Jefferson County Library District issue $20,400,000
              principal amount of general obligation bonds for public
              library facilities? If the bonds are approved, they will
              be payable from taxes on property or property ownership
              that are not subject to the limits of sections 11 and 11b,
              Article XI of the Oregon Constitution.<br>
              Summary:<br>
              If approved, the bonds would finance the capital costs of
              Jefferson County Library District, including constructing,
              expanding, renovating, furnishing, and equipping library
              facilities, costs of issuance of the bonds, and related
              capital costs.<br>
              <br>
              If approved, improvements and additions to the existing
              library are expected to include a community multipurpose
              room, a meeting room, study spaces, spaces for children,
              teens, and adults, staff work areas, storage, and an
              outdoor courtyard. The improvements would include improved
              accessibility and additional restrooms and would increase
              the building's square footage for the expansion of the
              physical library collections.<br>
              <br>
              Bonds would mature in 25 years or less from the date of
              issuance and may be issued in one or more series. If
              approved, the average annual tax rate is estimated to be
              $0.56 per $1,000.00 of assessed value. Actual rates may
              vary based on interest rates incurred and changes in
              assessed value.<br>

              Services Five-Year Operating Levy Renewal<br>

              Question:<br>
              Should the City continue the Library Services Levy
              beginning in fiscal year 2027 to maintain current services
              another five years?<br>
              <br>
              This measure renews current local option taxes.<br>
              <br>
              Summary:<br>
              Renewing this five-year local option levy would extend the
              City of Sweet Home Library Services Operating Levy through
              June 2031.<br>
              <br>
              A "YES" VOTE RETAINS SWEET HOME'S LIBRARY SERVICES
              OPERATING LEVY.<br>
              <br>
              The levy would begin July 1, 2026, with all revenues
              received used to provide continued funding for the City's
              Library. This five-year levy would produce at its current
              rate of $1.17 per $1,000 of assessed value an estimated
              total of $3,520,579 from the following estimated annual
              authorizations to levy: $665,774 in 2026-2027; $684,416 in
              2027-2028; $703,579 in 2028-2029;<br>
              $723,279 in 2029-2030; and $743,531 in 2030-2031.<br>
              <br>
              The estimated tax cost for this measure is an ESTIMATE
              ONLY based on the best information available from the
              county assessor at the time of the estimate and may

              Tax for Library Support<br>
              <br>
              Question:<br>
              Should City of Stayton Impose $0.56 per $1,000 of assessed
              value for Library operations for five years beginning July
              2026? This measure may cause property taxes to increase
              more than three percent.<br>
              <br>
              Summary:<br>
              The City of Stayton Is seeking a five-year local option
              tax of $0.56 per $1,000 of assessed value, beginning
              Fiscal Year 2026-2027, to continue funding support of the
              Stayton Public Library.<br>
              <br>
              The proposed tax will take the place of the existing
              five-year local option tax for support of the library
              which was passed in 2021 and ends on June 30, 2026.<br>
              <br>
              The levy is necessary to maintain current levels of
              service and operations for the Stayton Public Library. If
              adopted, the levy will enable the library to maintain its
              operating hours and staffing in order to provide library
              materials and educational services to the community.<br>
              <br>
              The proposed rate will raise approximately $472,856 in
              2026-27, $501,227 in 2027-28, $531,301 in 2028-29,
              $563,179 in 2029-30, and $596,970 in 2030-31 for a total
              of $2,665,553.<br>

              Measure 24-514 - City of Salem - Five-Year Operating Levy
              for Parks, Recreation, Libraries, and Senior Services<br>

              Question:<br>
              Shall Salem maintain parks, recreation, library, Center
              50+ services; with 5-year levy, at $0.98 per $1,000
              assessed value, beginning 2025-26? This measure may cause
              property taxes to increase more than three percent.<br>
              <br>
              Summary:<br>
              If approved, levy funds would support Salem park
              operations, including cleaning and maintenance, more
              library hours, recreation activities and Center 50+ senior<br>
              programs for five years, beginning July 1, 2025.<br>
              <br>
              In 2024, due to budget constraints, the City reduced
              funding to city services by more than $6 million impacting
              parks, recreation, library, Center 50+, youth development,
              public safety, and other services. Additional reductions
              may be necessary without additional revenue.<br>
              <br>
              Funds from this levy would restore, maintain and be
              limited to: Parks cleaning, maintenance, and programs;
              Recreation Services operations and programs; Public
              Library operations, programs, and restored hours at the
              main and west Salem branches; and Center 50+ operations
              and programs.<br>
              <br>
              Use of levy revenue for those services will free General
              Funds to be used for other services, like Police, Fire,
              and Emergency Response.<br>
              <br>
              The cost of this levy Is estimated at $220 per year for a
              typical home with an assessed (not market) value of
              $224,00.<br>
              <br>
              An oversight committee will review levy expenditures,
              provide annual reports. Independent audit required.<br>
              <br>
              By fiscal year, this levy Is estimated to raise the
              following amounts:<br>

              State Matching Grant:<br>
              If bonds are approved, the State will provide a $6,000,000
              matching grant to the Tillamook School District.<br>

              Cost:<br>
              Bonds may be issued in series; each maturing within 21
              years from issuance. Due to retirement of existing bonds,
              estimated annual tax rate is not expected to increase
              above District's current bond levy rate of $0.69 per
              $1,000 of assessed value. Actual levy rate may differ due
              to final interest rates, changes in assessed value.<br>

              Improvements:<br>
              Bonds will finance capital costs at various District
              facilities that include:<br>
              <br>
                *   Enhanced safety, security, and accessibility.<br>
                *   Improved parking areas and bus lanes.<br>
                *   Added classroom and education spaces, cafeteria
              expansion, and library enhancements.<br>
                *   Student wellness and athletic facility improvements.<br>
                *   Additional playground equipment and structures.<br>
                *   Replacement of heating/ventilation units.<br>
                *   Replacement of underground fuel tanks and gas pumps.<br>
                *   General property improvements such as fencing,
              signage, restrooms, roofing, carpeting, and lighting.<br>

              Join us for our final So Much Together workshop of the
              season! Cultural activist, emcee, poet, and writer Mic
              Crenshaw will lead a collaborative workshop exploring the
              power of rhythm, rhyme, and storytelling as tools for
              self-expression and social change.<br>
              <br>
              Through rap, poetry, spoken word, and call-and-response,
              participants will discover how to craft meaningful,
              original, and transformative messages that reflect their
              perspectives and purpose.<br>
              <br>
              Participants are invited to join us a half hour before
              and/or after each workshop for snacks and community
              building time (optional).<br>
