[lstac] question on ARPA pre-award costs

I believe that someone on the LSTA list asked a question recently about when we can first begin allocating funds to libraries. In an email from Teri DeVoe dated April 15, 2021, she states-

"we also had a question about pre-award costs, which we can allow back to March 15, 2021 per OMB MEMO M-21-20. If you would like to pursue that for any of your ARPA activities, please let your program officer know so that we can document it."
