Hi Karren,

I use the UNC School of Government’s resource page on Federal Procurement when my grantees have questions: https://www.sog.unc.edu/resources/microsites/local-government-purchasing-and-contracting/federal-procurement-requirements.

While this page hasn’t been updated to reflect the changes to 2 CFR 200 last year and still uses the effective date of M-18-18 from 2018, it is my understanding that the principles are still the same.   I understood the changes to 2 CFR 200 adopted the changes from M-18-18 as permanent so the thresholds remain the same.

In particular, I like the chart that I have attached to this email that has the federal thresholds individually.  This slide comes from the UG Procurement Requirements-updated webinar presentation slides.pdf.  Obviously only the Purchase Service section applies! 😊

They compare the federal requirements to NC’s procurement guidelines for local governments so this is really applicable for our public libraries to ensure they follow the most restrictive rule (I use the side-by-side comparison chart a lot for my libraries).

Does anyone have a cheat sheet for the methods of procurement and cost thresholds for grantees? I am finding a barrage of things that aren’t that clear to me. Thanks for any help.
