[lstac] Grants management system

Hi everyone,

Minnesota is looking for a simple system to track very formulaic state aid grants. We would need to receive applications and reports, track payments and run reports based on specific data elements over time. It would be great if users could access and edit their applications after submitting. So, it could be a fairly simple database.
