[lstac] Rolling grants

We did this with outreach grants using CARES $$. The response was interesting: almost all the applications came in the first few weeks and then petered out. 
Later we tried the same with an established grant (active since 2008 for digitization of local historical collections.) None came in until the end of the application period, even though we'd announced limited funding available.
We have one open now for online tracking services with two deadlines: 2/4 & 3/4. We got 22/75 possible applications by the first deadline. Crickets since, but folks tend to wait till the last day, don't we? :) 
We've had ARPA grants open since August and have a few still trickling in. Now the amendment requests have also started to bubble up. 
Conclusion: It hasn't made a significant difference so far in the number of applicants we've received, the quality of the applications, or our workload.

Thanks to monthly meeting with our Fiscal Team, I am able to remain informed of how funds are being spent throughout the grant year - avoiding "running out of funds for Open Grant awardees."

As for the mechanics of the grant, folks can apply any time, though I think the website discourages submission during the last quarter of the calendar year due to the SPR, but that's purely for my own sanity.  I should also note that there are submission dates listed on the website, but they are more like guidelines and really posted more as workflow control than anything else.

Depending upon the submission date (month), and the timing of the project, the contract will be written for the current or next FFY.  Sometimes this requires a phone call and flexibility on the part of the awardee.   Ultimately, the grantees are less concerned about which FFY the funds are coming from; they just want their grant projects funded.
