Michigan has a similar type council to Washington, but they are advisory only. We try to meet twice a year for updates and feedback and have any members who are willing to act as grant peer reviewers as well. They aren't the only peer reviewers, but they are well informed for the role due to their service on the council.

We do have an advisory council, librarians that represent both different types of libraries and geographical areas, which meets 2-4 times a year.
They are meant to advise us on the use of LSTA funds and to represent their constituencies - like academic, rural underserved, etc.
Pre-pandemic we had thematic type meetings where we presented updates on our projects, often having a Project manager or two present on something specific. We try to send information before the meeting so members could prep (with mixed results).
During pandemic we've used the meetings to explain and report on first CARES and now ARPA funded programs and awards. We also shortened the former all-day session to two-hour sessions. We've just started a major DEI push which involves our council and others and may include an in-person symposium. Remember in-person? [wink,wink!] Before my time the council (according to lore) had a line item veto on our LSTA budget. I'd say be careful what powers you give, like deciding grant awards. You have to live with it.

I know that LSTA Advisory Councils are optional, however the NJ State Library continues to hold meetings of this group 3-4 times annually. For those of you who still have such councils, what do you have them work on? Our council has typically been the recipients of reports from State Library staff. Our new State Librarian wants them to have "opportunities for engagement" and I do not know what that might be. Thoughts?

We have a 16-member Advisory Council comprised of public librarians, a representative from UA SLIS, and a representative from the Alabama Institute for Deaf and Blind (AIDB). This group primarily reviews and scores the competitive grant applications we receive. They generally meet twice a year but have been meeting virtually due to the ongoing pandemic.

Happy Thursday to all!
We have need of training in an area where none of the expertise is in Texas. So, we want to explore contracting with staff in other states. But this comes with several issues, so I'm seeking input from this illustrious group.
Do any of you have programs where you are contracting or hiring local library staff to provide training for your constituents? The same question goes for state employees from other agencies.
If so, how are you compensating them, if at all? Are the services being provided as part of their regular job duties or are they allowed to be compensated directly for their time or services? Are you paying the entity they work for? Are there any prohibitions on contracting with local or state staff? In Texas, there is a prohibition against paying public servants for something they would normally do as part of their jobs. Do other states have similar prohibitions on compensation?
Another question...What funding sources are you using? We recognize the potential issues of using LSTA funds, especially if a position is federally funded.

Great idea! Sometimes it's easier (and faster) to contract than to hire.
While it has not happened in many years, GPLS does have a history of "buying time" from library staff: it's how our state librarian began her work with our agency. While working full time at a public library in Georgia, GPLS reimbursed her library system for 20 hours a week while she developed the circulation rules and procedures for the first iteration of PINES.
We currently have a contractor on staff who is paid with LSTA funds, working on an LSTA project. A retired librarian is working about 30 hours a month, at $45 per hour, on our professional library collection. She completed an evaluation, massive weeding project and move, and is now writing new circulation and collection development guidelines.
Before state budget cuts in 2019, GPLS was also paying 3 libraries to serve as "sub-regional" locations for the Georgia Library for the Blind, which included contracts for staff wages.
