[lstac] [External] supply chain issues, extensions and gymnastics for FFY 2021 grant

Hello Catherine and Erica,

We are also experiencing heavy delays. Unfortunately, we don't normally do
subawards so I can't shift their projects. We are looking at them
downgrading to different vehicles that are available now through a
dealership. I am also working on an ARPA extension request, just in case
the Plan B option falls through. This was a big lesson learned for us. I
don't believe we will offer vehicles as an option in the future for
something with a short turnaround like pandemic funding.
