[lstac] SPR controlled vocabulary tags

Hello All-
Has anyone developed a controlled vocabulary for the project tags that are reported in the SPR? We're updating our reporting forms and building them into our new GMS. Ideally, we'd have a drop-down list of controlled vocabulary tags for awardees to choose from.
