[lstac] Community Anchor Institution NTIA definition

This is a big ask - Has anyone seen a definition or list of Community Anchor Institutions provided by NTIA (National Telecommunications and Information Administration) as opposed to the FCC or USDA?

We are partnering with another state agency and this question arose. Our E-Rate coordinator and reference librarian have looked for a definitive answer with no luck.
