[lstac] [External] UEI number and subgrants - how do you determine a valid number?

The library needs to have the SAM Search Authorization set to Yes or you can't see anything about that entity.

I have a library with a UEI – but when I go to SAM.gov, they are not listed by name or UEI number (inactive, or active or just assigned). So my question is, do they actually have a valid UEI? Is the determination a listing in SAM.gov for your grant programs?
