[lstac] [External] Uniform Guidance Proposed Changes: Public Comment Period Open

These are all just proposed changes, and have no effective date until the changes are actually made, and I haven’t seen a proposed date.  Generally OMB has a transition period before the changes are implemented, but there are some changes to the Uniform Guidance that are immediate.  I am remembering with the 2020 changes, the Huawei Ban was made effective immediately, while the other changes were effective several months after.

I know we are all busier than ever, and I hope if you have time you will consider commenting.  Whether in support or in dissent of a particular change(s). Borrowing some language from (https://www.regulations.gov/faq) “Public participation matters. Democratic, legal, and management principles justify why public comments make a difference in regulatory policy. Public participation is an essential function of good governance. Participation enhances the quality of law and its realization through regulations (e.g. Rules).”

Thank you for posting this, Catherine. I tried to read the red-lined version yesterday but gave up. I was really looking for a Cliff Notes version of the changes.

I think I like this article<https://www.bakertilly.com/insights/omb-comment-period-2cfr-part200>. In Maryland, the most important takeaway for me is that the de minimus rate may go up from 10% to 15%. Also, I have to assume this wouldn't go into effect until FFY25?
