[lstac] Databases and federal lapses

Hello,
I'm interested in knowing how other states plan ahead for potential lapses in federal funding, particularly when it comes to paying for statewide databases. In Oklahoma, due to state purchasing rules, we pay for our statewide databases quarterly in arrears. However, this can be difficult to do if there is a federal shut-down and we are unable to draw down funds for the payment.

Has this issue come up for other states that use LSTA funds to purchase statewide databases?
