I agree, that is outside of the scope of our roles. I would recommend they talk to the IRB office; I know there is a process to get an exemption.

Hello everyone,
A librarian reached out to me about if the survey tool they plan to use as part of their project has to pass approval by an internal review board. The project is being worked on by academic librarians throughout the University of Alaska system, and often surveys go through an IRB before being used. The group didn't know if their survey had to go through the IRB process, so the librarian reached out to me to make the determination if the survey is appropriate as is or if it has to go through the IRB process.
To me and my boss, this seems outside of my scope, but we were wondering if any other state libraries had granted LSTA money to a university library and had a similar issue come up.
