[lstac] Most Fair Way to Distribute Staff Development Funds to Libraries

Hi all--
Every year in Maryland, we award LSTA Staff Development grants to library
systems based on a formula that hinges on the number of FTEs.
In looking at this formula, I feel like it favors the larger libraries with
the most staff and potentially the most funds available. I am trying to
think of a more fair way of making the awards. I am thinking about giving
higher staff development awards to library systems with the most
high-poverty zip codes.
Are there any other LSTA Coordinators out there who subgrant Staff
Development funds based on a formula? If so, can you share that formula
with me?
