Pretty sure Grants 2 States is discretionary... I asked IMLS last year what type of grant G2S was -if it was a block grant or not. Can't remember the context.  And I was told it was discretionary.

Plus see attached email that says "Unlike other IMLS discretionary grant programs, these reports should NOT be submitted through eGMS Reach."
