[lstac] Statewide database funding models - ideas?

I asked our Tribal & Technology Consultant about our LSTA-funded contribution to databases, and this is what she wrote:

The Arizona State Library (LAPR) provides database resources for Arizona's public and tribal libraries. The model used to financially support the provision of these databases is primarily a cost share relationship with Arizona's 15 county libraries. After renewal amounts are provided by the database vendors, LAPR contributes 33% towards the total cost and the remainder is paid by the 15 county libraries based on county population estimates. Going forward, assuming loss of LSTA, possible funding sources could come from:

  *   Non-profit foundations like the Mellon Foundation
  *   BEAD funding
  *   Cost share with Department of Education
  *   Approach the state legislature for funding

 The current databases we provide with LSTA funding are:

  *   Novelist Plus K-8
  *   Hobbies & Crafts Reference Center
  *   Home Improvement Reference Center
  *   Data Axle
  *   ChiltonLibrary.com
  *   Gale Academic OneFile

  *   Gale In Context: Biography
  *   Gale In Context: Elementary
  *   Gale In Context: Global Issues
  *   Gale In Context: High School
  *   Gale In Context: Opposing Viewpoints
  *   Gale In Context: Science
  *   Gale In Context: U.S. History
  *   Gale In Context: World History
  *   Gale Literature Resource Center
  *   Gale Legal Forms
  *   Gale OneFile: News
  *   Gale Presents: Peterson's Career Prep

Last year we were contemplating cancelling our statewide databases in New York because it was no longer affordable with our other LSTA expenses.  The schools were especially vocal about cancelling.  We discussed various models (cost-sharing, having a regional library system act as the fiscal agent-for all of the choices we were still going to manage the program at least for the first year) but no one was willing to help pay for the databases.  Somehow, we were able to secure state funding (which we had tried many times during the 20+-year pilot project!).  That started last July.  We received a little extra money so we were able to add databases.  It is in the budget again this year but we have to wait for the budget to be passed to be sure that it will be funded again.
I would also be interested in what other states are doing.

Hi all, hope you're hanging in there this week.
In Nevada, LSTA funds databases for K-12, public, and academic libraries statewide, and we are now exploring alternatives.
Does your state offer cost-sharing or tiered subscription models? We are especially interested in creative or collaborative strategies that have worked well - and if your state has tested any "out of the box thinking" approaches, I'd love to hear about those as well.
Your insights would be a huge help as we figure out next steps-and I'm sure others in our community would benefit too.
