[lstac] Keeping track of State and Federal changes

Thank you Maddie, this is really good. I still trying to figure out why
California, Connecticut, and Washington had their G2S grants terminated.
Did they cull info from our 5-year plans? Also, if they are working
alphabetically, can I assume that those are the only G2S that get
terminated?
