I took a closer look at the award documents this morning and included my notes about them below. There are some slight changes in the materials, but they appear to be expected updates or typical clarifications in language.

Grant Cycle Calendar

  *   The new calendar does not indicate that there are quarterly accrual reports anymore. This was also removed from the award guidance documents (page 5 in previous year).
  *   The new calendar has a quarterly week-long drawn down suspension.

Grant Award Guidance

  *   Links to the grants to states manual and communications kits don’t work but those links appear to have moved on the website. The content looks the same when I go to where they are on the website now.
  *   Equipment cost approval reflects update for 2 CFR 200 from 5k to 10K (page 3 in purchases).
  *   Acknowledge IMLS section has changed Office of Communication to Office of Communication and Public Liaison. Email went from general oc at imls.gov<mailto:oc at imls.gov> to specific individual amarruci at imls.gov<mailto:amarruci at imls.gov>
  *   There are some very slight wording changes in Financial Management Standard and in the second paragraph about SAM.gov registration.
  *   As mentioned in the calendar section, the quarterly grant accrual reports do not appear to be required anymore.
  *   Page 6 in the new guidance includes a note about FSRS retiring (this was planned and known). There is also the addition of reporting cyber incidents.

Assurances and Certifications

  *   On page 2, the FFATA wording is updated. I suspect this is related to the FRFS changes.
  *   On page 5, Criminal Disclosure and Reporting wording has changed.
  *   The wording in the appendix sections changed but it strikes me as more structurally and clarifying. The intent of it appears similar.

Massachusetts just got notice of a partial allotment of our award.

I did a quick scan of the guidance and it didn’t seem like any of the current administration’s policies are there. The versions used were prior to the inauguration (December 31, 2024 and January 2, 2025).
