[lstac] Number of registered users in consortia

All,

This is a definition we haven't fleshed out before, but it definitely needs doing.  If you have a definition for Number of Registered Users that addresses libraries that are in a consortium, I would love to see it.  Libraries have been double/triple/quadruple reporting for this element based on total registrants.  I checked the manual, but it doesn't cover that aspect.
