Colorado is in the same situation as Michigan.  We are very fortunate that our Department understands the limitations of the 4% and does not charge us for indirect costs.

The Library of Michigan is under the Department of Education. The Department of Education has nearly all the financial and budget staff. They negotiate an indirect cost rate with US Dept. of Ed and apply that to all federal funds used in the department. Currently it is 17.7%. We code that to our administrative 4% and hope there is administrative funds left over for anything else.
